In October 2024, Kazakhstan approved its first nuclear plant in a referendum – a significant policy shift considering its past as a Soviet nuclear testing site. Russia is deepening regional energy ties, with Putin’s visit to Kazakhstan focusing on nuclear cooperation. Globally, there is renewed interest in nuclear power as a low-carbon energy source. At the same time, damage of the protective shell of Chernobyl’s Reactor 4 caused by a Russian drone strike earlier this year underscores nuclear site risks in conflict zones.

Why do Kazakhstan and Ukraine embrace nuclear energy despite their histories? Is nuclear power Russia’s new tool for regional dominance, and why do governments still agree to cooperate? What prevents governments in the region from investing into renewable energies that do not only provide clean energy but also more independence from Russia?
